TECHNICAL REGULATION | Anatel Proposes Modernization of Aeronautical Mobile Service

Anatel has launched Public Consultation No. 36/2025 to revise the Technical and Operational Requirements for Aeronautical Mobile Service Stations (Act No. 17.207/2023).

🔹 Regulatory Context:
This update follows the decisions of the 2023 World Radiocommunication Conference (WRC-23) and aligns with the Agency’s new Spectrum Management Model, reinforcing Anatel’s commitment to modernization and regulatory efficiency.

✈ Key Technical Updates:

  • Spectrum Expansion: Inclusion of the aeronautical mobile-satellite service in the 117.975–137 MHz band, already incorporated into the National Frequency Allocation Plan (PDFF) by Resolution No. 772/2025
  • Digitalization: Support for digital technologies in commercial aviation communications using HF frequencies
  • Technical Modernization: Addition of emission classes J2B, J7D, and J9E to Table II of the Act
  • Operational Flexibility: Authorization for channel aggregation, improving spectrum efficiency

🎯 Expected Impacts:
The modernization of Appendix 27 of the Radio Regulations aims to enhance safety, interoperability, and efficiency in national aeronautical communications.

Stakeholders may submit technical contributions through the Participa.br system within 30 days, until October 26, 2025.
