This update follows the decisions of the 2023 World Radiocommunication Conference (WRC-23) and aligns with the Agency’s new Spectrum Management Model, reinforcing Anatel’s commitment to modernization and regulatory efficiency.

- Spectrum Expansion: Inclusion of the aeronautical mobile-satellite service in the 117.975–137 MHz band, already incorporated into the National Frequency Allocation Plan (PDFF) by Resolution No. 772/2025
- Digitalization: Support for digital technologies in commercial aviation communications using HF frequencies
- Technical Modernization: Addition of emission classes J2B, J7D, and J9E to Table II of the Act
- Operational Flexibility: Authorization for channel aggregation, improving spectrum efficiency
