ENACOM, as the enforcement authority of the Argentine Digital Law (Law 27.078), assumes management of the radio spectrum.
It considers technological developments (LTE, 5G NR) and the need to enable private wireless broadband networks for specific uses (industry, energy, healthcare, transportation, public safety, etc.).
Main Provisions
• Spectrum Allocation
• The 2300–2400 MHz band is assigned to the Mobile Service with a primary category.
• The 2390–2400 MHz band is assigned to the Fixed Service.
• Creation of the SPIBA (SPIBA)
• The category of Wideband Private Wireless Systems (SPIBA) is created.
• Exclusively for private use → provision of ICT services to the public using these frequencies is prohibited.
Technical Requirements
Set out in Annex I (technical specifications).
Annex II defines the channel layout.
Annex III provides the procedure for requesting and granting channels.
Validity and Renewal
Authorizations are valid for 10 years.
Renewal is possible, requested 6 months in advance, subject to analysis of spectrum occupancy and demand.
Equipment
Must be registered with ENACOM.
Entry into Force
The resolution takes effect 60 days after publication in the Official Gazette (i.e., starting October 2025).
