Regulatory Update – ColombiaCRC Publishes Resolution 7811/2025 to Streamline Telecom Rules

On June 16, 2025, the Comisión de Regulación de Comunicaciones (CRC) of Colombia issued Resolution 7811/2025, replacing the previous Resolution 5050/2016. This reform aims to modernize and simplify the telecom regulatory framework, increasing legal clarity and efficiency.

Key Highlights:

Over 90 articles revised, leading to the elimination or adjustment of around 190 regulatory measures, cutting 12.8% of the original content.

Updated legal language to remove redundancies and obsolete provisions, better aligning the regulation with current technologies.

Notable Simplifications:

Single convergent contract for fixed and postpaid mobile services, simplifying offers and subscriptions.

Removal of IMEI blocking for non-homologated devices and streamlined registration for imported phones.

ISPs with fewer than 30,000 residential accesses will now submit only 4 reports per year instead of 12.

Discontinuation of 3G voice service quality indicators starting January 1, 2026, acknowledging the network’s obsolescence.

Implementation Timeline:
The resolution will be enforced gradually, with full implementation by January 1, 2026.
