The Nicaraguan Institute of Telecommunications and Postal Services (Telcor) published on Tuesday, November 18, the first six regulations — out of a total of 19 — established under the Convergent Telecommunications Law, which entered into force on November 6.
The published regulations include:
- Regulation on Enabling Titles (Administrative Agreement 002-2025)
- Regulation on Handling User Complaints for Telecommunications Services (Administrative Agreement 003-2025)
- Regulation on Telecommunications Equipment Type Approval, consisting of 16 articles (Administrative Agreement 004-2025)
- Regulation for Issuing Certificates of No Objection for the Importation of Restricted Telecommunications Equipment (Administrative Agreement 005-2025)
- Regulation on Fees and Charges for Administrative and Regulatory Procedures (Administrative Agreement 006-2025)
- Regulation for the Protection of User Rights and the Provision of Telecommunications Services (Administrative Agreement 007-2025)
The Regulation on Enabling Titles outlines the broad authority granted to Telcor to issue licenses and authorizations for the use and exploitation of radio spectrum, orbit-spectrum resources, private network installations, and the landing of satellite signals and submarine cables.
