Mexico to Enforce Heavy Fines for Non-Compliance with NOM Labeling Requirements

Mexico has enacted amendments to its Customs Law following the publication of a Decree on November 19, 2025. Under the new provisions, imported devices that do not comply with applicable NOM labeling requirements may be seized by customs authorities and subject to fines ranging from 250% to 300% of the commercial value of the goods.

To mitigate compliance risks, importers are strongly advised to ensure that product labeling is fully compliant with the relevant NOMs at the country of origin. In addition, importers should obtain a Certificate of Conformity (CoC) or a Dictamen de Cumplimiento issued by an accredited Unidad de Inspección (UVA), and verify tariff classifications and applicable standards prior to importation.

These measures reinforce Mexico’s stricter enforcement approach and highlight the growing importance of proactive regulatory compliance to avoid delays, penalties, and market access disruptions.
