The Indian Department of Telecommunications (DoT) has reinforced its telecom cybersecurity regime through the Telecommunications (Telecom Cyber Security) Amendment Rules, 2025, officially notified on October 22, 2025. The updated framework introduces new mechanisms to enhance security, traceability, and data integrity across India’s telecommunications ecosystem.
The amendments establish a Mobile Number Verification (MNV) platform for digital service providers, create a new category of Telecommunication Identifier User Entities (TIUEs), and tighten telecom equipment regulations. These measures aim to combat fraud, eliminate fake mobile numbers, and strengthen device traceability.
🔹 Key Updates in the 2025 Framework
Mobile Number Verification (MNV) Platform: Enables authorized entities — including telecom operators and digital platforms — to verify if a mobile number belongs to a legitimate, verified subscriber, helping reduce spam, fraud, and mule accounts.
Telecommunication Identifier User Entities (TIUEs): Introduces a new category covering businesses such as banks and online platforms that use phone numbers for customer identification or service delivery, bringing them under the DoT’s cybersecurity oversight.
Equipment Regulation: Prohibits manufacturers and sellers from assigning reused International Mobile Equipment Identity (IMEI) numbers and requires maintaining a database of restricted or tampered IMEIs. The government gains authority to take action against fake or cloned devices.
Broader Scope and Compliance: Expands cybersecurity obligations to digital service providers using telecom identifiers, reinforcing compliance, traceability, and alignment with India’s data protection laws.
