The FCC released the compliance guide on September 4, 2025, under number DA 25-803.

  • The document serves as an explanatory summary of the various obligations contained in FCC 25-27. Importantly, the guide does not impose new rules; it only clarifies the existing requirements of FCC 25-27.

2. Main Objective

  • To assist small entities (small businesses, non-profit organizations, and local government entities) in understanding and complying with the integrity and security requirements of the Equipment Authorization (EA) program defined in FCC 25-27 and process ET Docket No. 24-136.

3. Key Content of the Guide
The compliance guide highlights the following obligations already included in FCC 25-27 (adopted on May 22 and released on May 27, 2025):

  • Prohibition of TCBs, measurement laboratories, and accreditation bodies that are owned or controlled (≥10% in equity or voting interest) by prohibited entities or those considered national security threats.
  • Formal certification of laboratories and TCBs within 30 days of the new rules’ effective date, attesting the absence of ties with such prohibited entities.
  • Mandatory reporting of equity or voting interests ≥5% within the defined timeline (generally up to 90 days after the effective date).
  • Application also to Supplier’s Declaration of Conformity (SDoC) processes: SDoC products must be tested in compliant laboratories, with certification signed at the time of measurement.

4. Effective Dates

  • FCC 25-27 was officially published in the Federal Register on August 7, 2025, with effects starting September 8, 2025, except for certain reporting requirements still pending administrative approval under the Paperwork Reduction Act.
